Tall stalks with berries

A friend recently found this in a garden in southern NJ. The stems appear to be 18" tall, the berries about the size of blueberries. What is it?

Why is there so much fear surrounding sea buckthorn?

Talking to a few people I've heard they're afraid of the plant being planted. Why is that? One reason I heard was because it's related to the russian olive.
